Nearly 6,000 cases of Russia's use of cluster munitions in Ukraine have been reported. Russian forces conducted rocket and bombing strikes with cluster munitions against Ukrainian military and civilians, utilizing weapon systems such as 'Smerch', 'Grad', 'Uragan', 'Tochka-U', as well as aerial bombs.

'Among the numerous documented cases, those distinguished by particular brutality include the killing of 22 people and wounding of 31 in Chernihiv on March 17, 2022, during a shelling by the Uragan MLRS; the strike on Kramatorsk on April 8, 2022, with a Tochka-U cluster missile on the railway station during the evacuation of civilians, resulting in 54 deaths and 135 injuries; the shelling of Kyiv on June 17, 2025, with an X-69 missile, which revealed 29 objects resembling cluster munitions.'

The Ministry of Foreign Affairs emphasized that these cases are only part of a series of situations confirming Russia's use of cluster munitions. These attacks have resulted in numerous civilian casualties and significant damage to infrastructure.

Violations of International Humanitarian Law

The manner in which Russia uses cluster munitions constitutes a serious violation of international humanitarian law, particularly the Geneva Convention on the Protection of Civilian Persons in Time of War, the Additional Protocols to the Geneva Conventions of 1949, and the Rome Statute of the International Criminal Court. These international documents recognize such actions as war crimes.

The emergence of new evidence regarding Russia's use of cluster munitions underscores the seriousness of the situation in Ukraine and the necessity for international response to these criminal actions. The global community must demand accountability from the guilty parties and ensure the protection of civilians from such attacks.
