The State Geological Service assessed the number of 'dormant' special permits for mineral extraction.

Expert Ksenia Orynchak reported that the State Geological and Subsoil Service of Ukraine has information about special permits for extraction that remain 'dormant'. In recent years, about 11 thousand such permits have been issued, but only 300-200 of them are actually unused, primarily in the oil and gas sector.
Inactive special permits in the oil and gas sector in 2018-2019, including the company 'Ukrgasvydobuvannya', have already been published, but no actions have been taken with these permits. According to the new legislation, if extraction does not begin with 1% of the designated quantity, the permit is canceled and is subject to re-auction.
'The State Geological Service knows exactly who is using the extraction permits, and this information is also held by the State Tax Service. Currently, the institution is reviewing 314 special permits, however, the NADPU recommends paying attention to those who are not actually carrying out extraction and neglecting the difficulties in business due to the conditions of war,' explained Orynchak.
Summary
The Ukrainian State Geological Service has identified about 200 'dormant' special permits for extraction in the oil and gas sector that have not been realized since their issuance. New legislative rules stipulate that such permits may be annulled and put up for auction in case of non-fulfillment of extraction conditions.
