Submitting an application to the International Loss Register
The International Loss Register accepts applications under Category A2.1 'Death of a close family member'.
A legal advisor for IDPs explained how to submit an application to the International Loss Register:
1. Go to the Diia Portal.
2. Click 'Submit an application' and authorize using any available method:
◼️ BankID◼️ Diia.Signature◼️ e-signature / qualified electronic signature. The applicant's data will be automatically pulled from Diia.
3. Provide the details of the family member for whom the application is being submitted (including the place of death).
4. Attach documents confirming the identity of the deceased family member and confirm kinship.
5. Check the entered data, sign with an electronic signature, and send the application.
After submitting the application, the Register team conducts verification and enters it into the Register.
It is worth noting that currently, compensation is not possible. After the development of a compensation mechanism, the application and evidence will be submitted for review to the commission to decide on the payment of compensation.
Who can submit an application?
- Parents of the deceased (biological, legally recognized adoptive parents, or stepfather or stepmother).
- Other spouse of the deceased (in legal marriage) or civil partner.
- Child of the deceased (biological, legally recognized adopted child or stepson/stepdaughter).
- Other family member who is not close family but had close relations with the deceased and can provide evidence of it.
Is it possible to submit an application if the death occurred outside Ukraine?
An application of this category can also be submitted if the death occurred outside Ukraine and is directly related to international criminal actions of the Russian Federation in Ukraine, starting from February 24, 2022.
Is it possible to submit an application if a person died in an occupied territory?
An application to the Loss Register can be submitted if the death information is entered into the civil status registry (DRACS) and there is a death certificate issued by DRACS. This means that you must first obtain a Ukrainian death certificate and then submit the application.
Is it possible to submit an application for the death of a civilian?
An application can be submitted for both civilians and military personnel.
What damages are recoverable in this category?
The application is submitted for compensation for mental pain and suffering that a person experienced in connection with the death of a family member. If you want to submit an application for other damages, such as loss of income or support, you should submit an application in the appropriate category that will be opened later.
