Mockery from around the world: Zelensky criticized the delay of the Russian memorandum.

Ukraine has solved the problem with prisoners
The first stage of the exchange of military and civilian prisoners was successful for Ukraine - 390 individuals were returned home. This was reported by President Volodymyr Zelensky in an evening address on May 23, 2025.
According to the head of state, the Ukrainian side emphasized that the exchange is the only significant result of the negotiations in Turkey, as the Russian side is building a blockade on this issue.
'In fact, the only significant result of the meeting in Turkey - everything else the Russians are blocking. So far they are blocking,'Zelensky stressed.
The exchange process occurs based on the formula 'one thousand for one thousand', with further stages planned in the near future.
'Tomorrow and the day after tomorrow - there will also be the next stages. The formula is one thousand for one thousand,'the President added.
Zelensky also thanked Ukrainian soldiers for their support in the exchange of prisoners and law enforcement for their work with Russian saboteurs and collaborators.
'It is important that Ukraine is returning its people. Thank you to everyone in the world who helps us,'he emphasized.
As part of his working program, the President noted the naval marines on the occasion of their professional holiday and informed about financial and diplomatic support for military equipment production in Ukraine.
Zelensky also discussed security issues on the front with the Prime Minister of Croatia and preparations for the August summit 'Ukraine - Southeast Europe'.
At the same Time, the President called for increased pressure on Russia through the introduction of new sanctions and expressed strong criticism regarding the postponement by Russian representatives of the 'memorandum' on ceasefire.
'When the Russians have already spent a week on the wording of the so-called 'memorandum' - this is definitely mockery from around the world. So much time! Every day in war is a loss of lives,'he stated.
